Although many have seen their rights affected by the chilling effects of public employers who seek to silence their speech, public employees should know that their rights are imperative to the proper function of public organizations and agencies. Ensuring that funds are not mismanaged and that people who are pointing out flaws in the system are not harassed, ostracized or worse, fired from their jobs, is of the utmost importance in protecting the First Amendment rights of public employees.
